Analysis: This resolution would add the question "Shall Mississippi establish a program to allow the medical use of marijuana products by qualified persons with debilitating medical conditions?" to the ballot for direct vote by the people. This is being offered by the legislature as an alternative to Ballot Initiative No. 65 which reads, "Should Mississippi allow qualified patients with debilitating medical conditions, as certified by Mississippi licensed physicians, to use medical marijuana?" Mississippi voters, if this resolution passes, would be required to choose between the two. The initiative being offered by the state legislature is much more restrictive than the initiative approved for the ballot by signatures, and would only serve to confuse voters and, if passed, create a medical marijuana program much less effective than the one currently on the ballot.
