Analysis: This bill allows for the non-adjudication of those who enter guilty pleas to crimes of violence. Non-adjudication allows for the court to take rehabilitative measures for qualifying defendants as opposed to jail time. Rehabilitation is always preferable over jail time as it saves the tax payer money and is shown to result in fewer cases of recidivism.

Analysis: This bill provides for a comprehensive overhaul and improvement of what is traditionally known as the VoTech program in Mississippi. Focusing on career and technical skills for high school students who are not college-bound, this legislation increases pathways to gainful employment for all public high school students. Namely, it requires notice of these courses and career tracks to all incoming high school students, lowers mandated requirements for teachers in these non degree and technical certification courses, and adds a list of required courses. Among the required courses are "personal finance", "computer programming" and "technical writing". The added focus on these skills is common sense schooling. These are the skills that success in the future job market will rely on. The bill also requires that every high school student take the ACT WorkKeys assessment in addition to the regular ACT. This WorkKeys test tests the technical skills of students and is geared towards opening student's eyes to career paths outside of college. Dispelling the notion that everyone needs to go to college to be successful should be a primary goal of public education and this bill works towards that goal. In today's world of rising education costs and thousands of underutilized college degrees in the workforce, this legislation puts our priorities back in order in public education.
