The State Commission on Wildlife, Fisheries and Parks is not a judicial body and should not be in the business of “presuming” wrongdoing, especially under the loose parameters outlined in this legislation.

This is akin to holding that the livestock owner is guilty first, and must prove his innocence. This stipulation violates the principle of "innocent and until proven guilty" and this bill removes that stipulation from state law.
